All works must correspond to the problems of the level and quality of life.
Articles in the journal are published free of charge, no fees are paid. The editors do not charge authors for posting articles in the open access, reviewing, as well as the content of the site and electronic deposit of manuscripts.
The editorial board has the right to conclude an agreement with the authors for editorial and publishing services (translation of an article, processing fee and other additional services).
Reprinting is allowed only with the permission of the publisher and with a mandatory link to the magazine “Living Standards of the Population in the Regions of Russia”. The editorial board has the right to post an article on external resources, translate and replicate it with a mandatory link to the magazine “Living Standards of the Population in the Regions of Russia”.
Main guidelines
1.1. This Regulation defines the procedure for reviewing articles submitted to the Editorial Board of the scientific and practical journal "Living Standards of the Population in the Regions of Russia" (hereinafter – the Journal) for publication, in accordance with Russian and international publishing standards.
1.2. The purpose of reviewing manuscripts is to ensure a high scientific level of the Journal on the basis of original, completed works of researchers and practitioners in the field of the level and quality of life of the population.
1.3. The manuscripts of articles that do not violate the requirements of the Journal for the design of articles and have been successfully checked in the "Antiplagiat" system are subject to review. The requirements for the design of articles are published in the printed and electronic versions of the Journal, and are also available on the publication's website: vcugjournal.ru Materials of reference and informational content are not subject to review.
1.4. Manuscripts are the intellectual property of the authors and relate to information that is not subject to disclosure during reviewing.
Review procedure
2.1. The organization of work on reviewing manuscripts is carried out on the principle of two-way "blind" (anonymous) reviewing: the reviewer is not informed about the authors of the reviewed manuscript, the authors are not informed about the reviewer. The interaction of reviewers and authors is carried out through the editorial office of the Journal.
2.2. Members of the Editorial Board and the Editorial Board of the Journal, as well as third-party experts with sufficient experience in scientific work in the scientific direction stated in the article and having a candidate's or doctor's degree, are involved in reviewing. It is not allowed to involve as a reviewer the author or co-author of the reviewed work, managers and employees of the department in which the author works, co-authors.
2.3. The manuscript is sent to two reviewers in electronic form (in printed form at the request of the reviewer) together with the established review form and a cover letter without specifying any information about the authors and with a notification that the manuscript is the intellectual property of the authors and refers to information that is not subject to disclosure during reviewing.
2.4. The manuscripts are evaluated by the reviewer for compliance with the criteria, the list of which is established by the Editorial Board of the Journal. The duration of the review should not exceed 10 days from the date of receipt of the manuscript to the expert.
2.5. The results of the review serve as the basis for the decision of the editorial board of the Journal to allow the manuscript to be published (with or without revision by the authors) or to refuse publication.
2.6. Information about the results of the review is provided to the authors without specifying any information about the expert. The authors of the manuscripts have the right to provide the editorial board of the Journal with a reasoned disagreement with the results of the review. It is allowed to review the article by a second expert.
2.7. A manuscript in need of revision is sent by the Editorial Board of the Journal to the authors with critical comments of the reviewer. The completion period is 10 days. In case of non-compliance with the deadlines for revision, complete rejection of revision, or failure to take measures on fundamental comments, the Editorial Board reserves the right to refuse publication. The article modified by the authors is re-submitted to the same reviewer or another at the discretion of the Editorial Board of the Journal. The final decision on the revised article is made at a meeting of the Editorial Board of the Journal based on the results of repeated review.
2.8. Reviewers may be asked to review the changes made to the manuscript or to create a new version of the review based on the corrected text of the manuscript. 2.9. The Editorial Board reserves the right to edit the text of the manuscript in agreement with the author.
2.10. The review of manuscripts for the Journal is carried out free of charge.
2.11. All reviews are stored in the editorial office in writing for five years.
Requirements for the content of the review
3.1. The review of the manuscript includes:

3.2. The evaluation of the manuscript is carried out according to the following parameters:
In addition, in the conclusion, the reviewer indicates: the conformity of the content to the stated topic, the relevance of the research, the correctness of theoretical and methodological approaches and research tools, the quality of the actual material used: novelty, reliability (confirmation by relevant sources), the validity of the conclusions, their compliance with the objectives of the study, the quality of the annotation: completeness, conciseness, characteristics of the sources used: the use of modern (last 5 years) scientific publications of Russian specialists on the stated topic, the use of foreign sources, scientific/practical significance of the study.
3.3. The text presentation of the results of the evaluation of the manuscript should be concise and understandable, critical comments should be justified and reasoned.
3.4. The evaluation of the manuscript with the use of points of the table in the appendix "Review form".
3.5. A generalizing recommendation is given in the final part of the review. The expert points to one of the three proposed variants of the recommendation that corresponds to the results of the review: - accept the manuscript for publication (the manuscript fully meets the established criteria); - accept the manuscript for publication with the condition of completion (the manuscript does not fully meet the established criteria); - refuse to publish the manuscript (the manuscript does not fully meet the established criteria).
3.6. The review is provided to the Editorial Board of the Journal in a typewritten version, or in electronic form from your personal postal address.
3.7. The review is signed by an expert with a transcript of the surname, first name, and patronymic, indicating the academic degree, academic title, position, and date. The signature must be certified at the place of work.
3.8. The editorial Board undertakes to send copies of reviews to the Ministry of Education and Science of the Russian Federation upon receipt of a corresponding request to the editorial office of the publication.
Open access
Full electronic versions of journal articles are made available after 3 months from the publication date in printed form (annotated issues are published on the journal’s website promptly), which provides open access to research results and contributes to solving a set of issues aimed at improving the level and quality of life for the country’s population.
Open access leads to an increase in readership outside of researchers’ community, thereby increasing the opportunity to benefit from knowledge and experience on the issues of living standards and quality of life presented in the journal.
Open access also leads to greater recognition and citation of authors’ work, and increases the rate of global knowledge sharing.
Submission, correction and retraction of articles
The author must confirm that the submitted article has not been published or has not been accepted for publication in any other scientific journal.
When referring to an article published in the journal “Living Standards of the Population in the Regions of Russia”, the publisher asks to indicate the full imprint of the article.
The article must be confirmed by e-mail by all authors. Changing the authors of the article after sending the manuscript to the editorial office requires agreement with the editorial board of the journal.
Confidentiality & conflict of interest
Unpublished data obtained from submitted manuscripts cannot be used in personal research without the written consent of the author(s). Information or ideas obtained during the review and associated with possible benefits must be kept confidential and not used for personal gain.
Reviewers do not participate in the review of manuscripts in case of conflict of interest due to competitive, joint and other interactions and relationships with any of the author(s), companies or other organizations associated with the submitted work.
The policy of the journal "Standard of living of the population of the regions of Russia" on publication ethics and prevention of abuse is based on the Guidelines on the principles of ethics of scientific publications for journal editors Of the Committee on publication Ethics (SORE, official website http://publicationethics.org).
1. Duties and responsibilities of the editor
Making decisions about publishing. The editor-in-chief of the magazine" Standard of living of the population of Russian regions " is responsible for making decisions on publication and is subject to the current legislation in the field of defamation, copyright infringement and plagiarism. When making a decision to publish an article, the editor-in-chief takes into account the opinions of reviewers and members of the editorial Board.
Impartiality when accepting manuscripts for publication. The editor-in-chief evaluates manuscripts based solely on their scientific content. The author's race, nationality, gender, sexual orientation, religious beliefs, citizenship, or political position do not affect the decision to publish.
Privacy. The editor-in-chief does not disclose the content of the manuscript submitted for publication to anyone, with the possible exception of members of the editorial Board and experts to whom the manuscript is sent for review.
The editorial Board considers it unacceptable for members of the editorial Board or reviewers to use unpublished materials contained in the submitted manuscript in their own research without the written consent of the authors.
Preventing conflicts of interest. If there is a conflict of interest, the editor-in-chief and other members of the editorial Board do not participate in the process of reviewing the manuscript. The editorial Board asks the experts to whom it requests to write a review to report the existence of a conflict of interest; in this case, the expert is not involved for reviewing.
Investigation of violations of ethical principles. If a violation of ethical principles is found in a manuscript or already published article, the editor-in-chief may conduct an appropriate investigation and decide to publish its results.
2. Duties and responsibilities of the reviewer
Contribution to the decision-making process. Reviewing helps the editor - in-chief to make a decision on the publication of the article, and the author (through the process of interaction between the reviewer and the editor-in-chief) - to improve the content of their manuscript.
Privacy. Any manuscript received for review is considered by the expert as a confidential document, not subject to transfer to anyone and discussion with anyone other than the editor-in-chief. Unpublished materials should not be used by an expert without the author's consent.
Standards of objectivity. Reviewers should Express their position clearly and support it with arguments. Personal criticism of the author is unacceptable.
Confirmation of sources. The reviewer should draw the attention of the editor-in-chief to any case of significant similarity or coincidence of the reviewed manuscript with any published work that he knows about. If the reviewer finds that the manuscript does not contain references to works whose results are closely related to their content, they should indicate this in the review.
Conflict of interest. Reviewers should inform the editor - in-chief of any conflicts of interest arising from competing relationships or collaborations.
3. Duties and responsibilities of the author
Material delivery standards. The article should contain the necessary detailed information and links so that others can repeat the research. False or deliberately inaccurate statements constitute unethical behavior and are unacceptable in the article.
Access to data and save it. Authors may be asked to provide source data when reviewing an article by the editorial Board, and they should be prepared to provide public access to this data in accordance with the data and databases Statement Of the Association of learned and Professional society publishers (ALPSP), if feasible, and in any case should be prepared to retain this data for some time after publication.
Originality of the work and plagiarism. Authors must ensure that they have written a completely independent work and, if they have used someone else's work and/or statements, this is reflected in the form of appropriate links and citations.
Simultaneous submission of the article and the secondary publication. Submitting manuscripts that do not differ significantly in content to different journals at the same time is unethical behavior and unacceptable.
When submitting an already published article to another journal, the author must notify the editor-in-chief and obtain the consent of the editor-in-chief of the journal in which the article was published for the first time. The link to the primary work must be in the secondary publication.
Links. Authors should refer to works whose results are closely related to the results of their manuscript.
Problems of authorship. The authors of the article can only be those who have made a significant contribution to the concept, development, implementation or interpretation of the presented research. All those who have made significant contributions should be listed as co-authors of the article. If there are other individuals who have been significantly involved in certain aspects of the research project, they should be thanked or identified as participants in the project. An author submitting an article to the journal guarantees that all co-authors who meet the above criteria are listed, and only they, that all co-authors have seen and approved the final version of the article and agreed to submit it for publication.
Disclosure and conflict of interest. All authors should indicate in their manuscripts any conflict of interest that could potentially affect the interpretation of the results of the manuscript. All sources of financial support for the project must be disclosed.
Fundamental errors in published works. If the author discovers or learns from third parties about a significant error or inaccuracy in the published work, he should notify the editor-in-chief as soon as possible and in cooperation with him withdraw or correct the article.
4. Complaints
Complaints procedure. Authors who are not satisfied with the work and decisions of the editorial Board have the right to appeal to the editor-in-chief of the journal with a complaint and request for additional review of the article.
Actions of the editor-in-chief to review the complaint. A Commission of independent experts on the subject of the article is created to review the specific case. The Commission is created from among candidates and doctors who are not members of the editorial Board, at the invitation of the editor-in-chief or Executive Secretary.
The editor - in-chief and editorial Board are guided by the decision of the independent Commission in further actions regarding the article.
EDITORIAL POLICY OF THE JOURNAL REGARDING THE USE OF GENERATIVE ARTIFICIAL INTELLIGENCE IN THE PREPARATION OF MANUSCRIPTS
Use of AI tools in publications
The Editorial Board recognises the responsible and transparent use of generative artificial intelligence (hereinafter «AI») as an auxiliary tool in the preparation of manuscripts.
Policy on AI use for authors
Authors are permitted to use AI technologies as an auxiliary research tool aimed at accelerating the processes of searching for and analysing information and/or improving the linguistic quality and readability of texts. However, the use of such technologies must remain under full human control: authors are required to carefully verify and edit the outputs generated.
It is prohibited to present as one’s own original work any text, data, analytical results or interpretations that have been generated wholly or in part by AI.
Any incorrect or misleading result arising from the improper use of AI will be regarded as a breach of the principles of research integrity.
The use of AI to create, edit or modify images in manuscripts is prohibited. Only standard image adjustments (brightness, contrast, colour balance) are permitted, provided that they do not distort the data presented.
Authors bear full responsibility for the accuracy of the material submitted. Any use of AI must be disclosed. The relevant information should be included in the text of the article.
AI tools may not be listed as authors or co-authors. Authors must also guarantee the originality of the text, compliance with ethical standards, and the absence of copyright infringement.
Disclosure of AI use by authors
Authors must clearly and in detail report any use of AI tools and, for the period from submission of the manuscript until its publication, retain: the name(s) and version(s) of the AI tool(s); the tool provider/manufacturer (where applicable); all prompts (queries) that had a material impact on the generated content; and logs of interactions with the AI tools, including prompts, generation parameters and outputs, so that these may be provided upon request by the Editorial Board or reviewers.
Consequences of non-compliance with the AI use policy
Where AI has been used in a manuscript without disclosure and without completion of the relevant information, the Editorial Board reserves the right to reject the manuscript.
Manuscripts rejected for breaches of the AI use rules may not be resubmitted to the journal.
Policy on AI use for reviewers
Manuscripts submitted for peer review are confidential and must not be uploaded, in whole or in part, to AI tools, as this may result in data leakage and infringement of authors’ intellectual property rights. This rule also applies to reviewers’ comments containing analysis of the manuscript’s content and information about its authors.
The use of AI in preparing reviews is not permitted. Scholarly peer review requires critical thinking, expert analysis and independent judgement, which lie beyond the capabilities of AI. Reviewers bear full responsibility for the content of their reports.
Policy on AI use for editors
All manuscripts submitted to the journal are confidential and may not, under any circumstances, be uploaded to AI tools, as this could jeopardise copyright and data confidentiality. Editors bear full responsibility for assessing manuscripts, making decisions on them, and communicating with authors.
All manuscripts are screened using plagiarism-detection software (Antiplagiat) to identify textual borrowing and potential AI-generated content. The Editorial Board evaluates the screening results.
Identification of an already published article written using AI
If, in an article already published in the journal, the author’s use of AI is identified, this may lead to retraction (withdrawal of the article from publication).
Compliance with international standards and adherence to best practice
The Editorial Board of the journal “Living Standards of the Population in the Regions of Russia” supports the provisions of Russian regulatory acts, the position of the international publishing community, and the best practices of the Committee on Publication Ethics (COPE) and the European Association of Science Editors (EASE).
The general criteria for materials accepted for publication in the journal “Standard of Living of the Population of Russian Regions” include compliance with the journal’s thematic scope and a focus on issues of the population’s standard of living and quality of life within the framework of scientific specialities assigned by the VAK of the Ministry of Education and Science of the Russian Federation. The manuscript should present a scientific problem and/or hypothesis and justify its relevance. The content of the article should correspond to the stated topic and disclose the essence of the declared problem and/or hypothesis. The results obtained must be new or contain elements of novelty; they should demonstrate and substantiate the theoretical, methodological and applied significance of the study; comply with methodological requirements; and contribute to the development of the relevant scientific specialities. The article should include an up- to-date list of sources and references to papers published in highly ranked journals. The text should be written clearly, logically and comprehensively.
The article should be original, not previously published, not violating the copyrights of third parties. No more than four co-authors are allowed in the number of authors. In case of copyright infringement, the entire responsibility lies on the senders of such materials to the editorial office.
The text of the article is typed in the text editor Microsoft Word, version not lower than 2003; it is written with the extension .doc, .docx, or .rtf. Margins: upper and lower – 2 cm, left – 3 cm, right – 1.5 cm. The volume is recommended not to exceed 1.0 p. l. (20 A4 pages, up to 40 thousand characters with spaces).
Articles in the journal are designed according to the requirements of GOST R 7.0.7- 2021 “Articles in journals and collections”.
RULES FOR ARTICLE FORMAT
I. I. The mandatory elements of an article are: article type, Universal Decimal Classification (UDC) index and the JEL code. The author independently determines the type of article – original article (RAR (Research Article Report)), review article (REV (Review article)), short communication (SCO (Short Communications Article)), conference proceedings (CNF (Conference proceedings)), personalities (PER (Personalities)), miscellaneous (MIS (Miscellaneous)). The article type, JEL and UDC are located at the beginning of the article on separate lines to the left.

Before the main text of the article the following elements are given in Russian: (1) title of the article, (2) basic information about the author (authors), (3) abstract, (4) key words, (5) acknowledgments in case of grant funding. Then these elements are repeated in the same sequence in English; authors’ full names are provided in transliterated form in Latin (see p. 2.2).
2.1. Title of the article. The first word in the title of the article in Russian is given with a capital letter, other words – with a lowercase letter (except for proper names, common abbreviations, etc.). All words in the title of the article in English, except for prepositions, articles and conjunctions, begin with a capital letter.
A period should not be placed at the end of the article title. Format: Times New Roman font, bold, size 12 pt, 1.5 line spacing.
When an article is published in parts in several issues of the journal, the parts should be numbered, and the common title of the article should be indicated for all parts. If the parts have, in addition to the general title, a private title, it is given after the designation and number of the part. Example: Study of patterns…. Part 2. Results of the study …
2.2. Basic information about the author(s) includes:
• the name, patronymic and surname of the author: these are formatted in the specified sequence – in Russian, the full name is given, and in the English version, the first name and surname of the author(s) are provided in full, while the patronymic is abbreviated to one letter (in some cases, due to transliteration peculiarities, up to two letters). If there are multiple authors of the article, their information is presented in the order they have adopted;
• the officially accepted full name of the organisation (institution) where the author works or studies (without specifying the legal organisational form: FGBUN, FGBOU VO, PJSC, JSC, etc.), and the address (city, country);
• the author’s email address – formatted without the word “e-mail”;
• the ORCID identifier of the author, if available; no period is placed at the end. The identifier is presented in the form of an Internet address as https://orcid.org/XXXX- XXXX-XXXX-XXXX without the additional abbreviation ORCID.
Information is separated by commas. If there are several authors and/or several organisations (institutions) of work or study, a superscript footnote is used. Format: Times New Roman font (author’s full name in bold), size 10 pt, line spacing 1.0 (single).

2.3. The abstract must reflect the following: the purpose of the research, the theoretical and methodological foundations of the study, information sources, main results, and conclusions. References to external sources and abbreviations that are not widely accepted should not be used. The abstract should include the main key concepts related to the presented article, keeping in mind that most modern information systems perform contextual searches only based on the titles and abstracts of scientific publications. The length of the abstract should be 200–250 words. Before the abstract, on a separate line, the word “Abstract” should be indicated in bold font. Format: Times New Roman font, size 10 pt, line spacing 1.0 (single).
2.4. Keywords should consist of 7 to 10 words and/or phrases separated by commas. They must be placed after the word “Keywords:” (in bold) on the same line. A full stop is not placed after the keywords. The keywords should correspond to the topic of the article and reflect its subject and terminological field. It is not advisable to use more than three words in combinations nor to employ participial phrases. Format: Times New Roman font, size 10 pt, line spacing 1.0 (single).
2.5. Acknowledgments, if grant funding is available, are given after the keywords with the preceding word “Acknowledgments:”. Format: Times New Roman font, size 10 pt, line spacing 1.0 (single).

III. THE MAIN TEXT of the article should be structured and divided into sections, and if necessary, into subsections and smaller structural units. The following sections are mandatory:
1. Introduction. It is recommended to provide a description of relevant key published results obtained by Russian and international scholars (a substantive comment on at least 4–5 scientific works published within the last five years); present the scientific problem under study and its relevance; formulate the object, subject, goals and tasks, as well as the research hypothesis. If the article is lengthy, the “Introduction” should familiarise the reader with its structure.
2. Theoretical and Methodological Foundations. This section outlines the theoretical and methodological approaches underpinning the study, including the data employed and the methods used for their analysis.
3. Research Results and Their Discussion. This section presents substantiated scientific results, including scientific novelty and the practical and theoretical significance of the research. The discussion should compare the results obtained with the results of other studies on similar issues, with a characterisation of the novelty of the presented research. The discussion of research results may be highlighted as a separate section of the article, which improves its quality.
4. Conclusions (Findings). Along with the conclusions drawn from the research findings, it is recommended to note the confirmation or refutation of the research hypothesis and to characterise the prospects of the study.
Emphasis in the text may be highlighted in bold or italicised format; the use of ALL CAPITAL LETTERS, spacing out words, and underlining is prohibited. The article’s text may be accompanied by illustrative materials (tables, diagrams, graphs, charts, etc.) formatted according to these requirements, as well as footnotes.
Footnotes are used for remarks and descriptions of cited sources that do not pertain to scientific publications: publications from the media, websites (excluding scientific works), regulatory legal acts, statistical publications (including collections, bulletins, etc.), educational and reference literature, dictionaries and encyclopaedias, theses and dissertations, report papers (not containing results of scientific research), etc.
When describing online sources, the following should be indicated: the title of the publication, the website, the electronic address, and the date of access. The website title is separated by a double slash //, to which a two-sided space is applied. Before the electronic address, the abbreviation URL is used (“Access mode” – only for indicating access features to resources (by subscription, in a local network, etc.)), and the date of access must be specified in parentheses, for example, (accessed on: 15.03.2022). The electronic address of the source should be current (a functional link). A period should be placed at the end of the footnotes.

In the design of tables and figures, titles for them are provided in both Russian and English. In English, all words in the title are written in capital letters (with the exception of prepositions, articles, and conjunctions, which are in lowercase). Above the table, the word “Таблица” (in English “Table”) is placed with a numerical number aligned to the right, that is, in the upper right corner, with no period at the end. The title of the table is written on the next line, centred. For figures, the word “Рисунок” (in English “Figure” for graphs and “Picture” for other images) along with a numerical number and title is located below the figure and centred. When mentioning the data from tables and figures in the text, the words “table” and “figure” are not abbreviated. Figures and tables are to be created only in black and white. It is recommended to construct graphs with annotations of numerical values and coordinate axes. All figures and tables must have references indicated.
The numbering of tables, figures, formulas, and footnotes must be sequential throughout the text. The format of the main text of the article is: font Times New Roman, size 12 pt, line spacing 1.5 lines (one and a half); first line indent of 1.25 cm; text aligned justified. References to formulas are given in parentheses; formulas are typeset in a formula editor. For tables (excluding titles) and footnotes, the font used is Times New Roman, size 10 pt, with a line spacing of 1.0 line (single). Tables or figures should not exceed 0.5 pages of A4 format. Figures should be submitted as separate files in .jpg format with a resolution of at least 300 dpi.
IV. AFTER THE MAIN TEXT of the article, the following formatting elements are provided in Russian: (1) “List of Sources”; (2) additional information about the author(s); (3) information about the contribution of each author, if there are multiple authors; (4) information about the presence or absence of conflicts of interest; (5) the author responsible for correspondence; (6) information about the continuation of the article if it is published in parts; (7) appendix(es) to the article, if any. Then, the indicated elements are repeated in the same sequence in English. Format: Times New Roman font, size 10 pt, line spacing 1.0 (single).
4.1. Rules for Drawing Up the List of Sources
The list of sources includes only scientific publications that are mentioned in the main text of the article. Additional sources not related to scientific publications are provided in footnotes throughout the text (see Section III, footnotes). The list must consist of at least 15 sources, including scientific publications by both domestic and foreign authors. The number of publications involving the authors of the article should not exceed 15%. The number of Russian sources older than 5 years should not exceed 30% of the total number of Russian sources. The number of foreign sources older than 5 years should not exceed 30% of the total number of foreign sources and should be at least 20% of the overall list of sources. It is recommended to use materials published in leading journals included in the core of the Russian Science Citation Index (RSCI), indexed in international scientific databases such as Scopus and Web of Science (and equivalent international databases), as well as in journals from the VAK list in the K1 category.
The sources included in the list are numbered and arranged in the order of their mention in the text of the article. All sources must be referenced in the text of the article. References in the text of the article are enclosed in square brackets indicating the ordinal number from the list of sources, for example: [4] or [2, p. 86], [5, pp. 12–14] when referring to a specific fragment of the source text. If a reference contains information about multiple sources, groups of information in square brackets are separated by a semicolon, for example, [7; 8; 9].
- Publications with up to three authors: the names of the authors are placed at the beginning of the bibliographic entry in the order of surname-first name-middle name.
- Publications with four authors: all authors are listed with a slash below the title, with the first name and middle name placed before the surname.
- Publications with five or more authors: all authors are listed with a slash below the title, with the first name and middle name before the surname. An abbreviation is allowed – the first three authors can be listed followed by [et al.]. If necessary, all authors can be cited.
When forming the bibliographic entry, the following rules should be observed:
- The names of the authors placed at the beginning of the bibliographic entry should be italicised;
- No space is placed between the first name and middle name of the authors;
- Two-sided spaces are applied to the punctuation marks (for different elements of the bibliographic description) slash / and double slash //;
- The punctuation mark dash (for different elements) is not used;
- When describing an article from a journal, a space should be maintained between the symbol № (issue number) and the numerical value (for example, № 2);
- In entries of the form № 2(77), no space is placed between numerical values;
- The notation [Electronic resource] is not used when describing sources.
For books, the place of publication, the publisher and the total number of pages are indicated (for example, 50 p.). For journal articles, the range of pages is indicated (for example, pp. 12–25). If available, ISBN identifiers for books, and DOI and EDN for books and articles should be provided without a colon before the abbreviation. The DOI identifier is formatted as an electronic address (https://doi.org/...) without additional abbreviation DOI. The identifiers are arranged in the aforementioned order and separated by a space in the list. Foreign-language publications in the “List of Sources” should be formatted in accordance with the Vancouver style, in the same manner as the “References” section (see Section 4.2).
4.2. Rules for Drawing Up References
Bibliographic references should be provided in the “References” section in accordance with the Vancouver style. The numbering of entries in the “References” must correspond to the numbering of entries in the “List of Sources”.
Authors. If the publication has an official English translation, the authors’ names and surnames from the official source should be given. If the work has no original English translation, the surnames and names of authors in References are written in transliteration according to the BSI (British Standards Institution) standard . The BSI standard is used for correct translation of Russian letters into Latin letters, which is important for bibliographic description of scientific publications and for entering foreign analytical databases.
All authors are listed at the beginning of the bibliographic description of the sources, with initials after the surname. A comma is NOT placed between the surname and initials; a space between the first name and patronymic is NOT used. When listing the authors’ full names, they are separated by a comma. In the bibliographic description of the source should be presented all authors, if their number is from one to three. If a publication has more than 3 authors, the abbreviation “et al.” should be placed after the 3rd author. A comma separating the name of the last author and “et al.” is mandatory.
Punctuation. References do not use separating signs (between different elements of the bibliographic record) slash “/”, double slash “//”, dash “-”; they should be replaced by dots. Inverted commas are also not used.
In a book publication, the number of pages is indicated using the lowercase English letter p with a dot at the end (e.g., 50 p.). The following rule applies to journal articles: the year, volume, and issue number of the journal, as well as pages are indicated without spaces in the form 2020;33(2):21-43. Here the year is 2020, Volume 33, issue number 2, pages 21-43. The journal issue number is always given in parentheses.
Title of the publication. The title of the publication is separated from the rest of the bibliographic record by a period. If a publication has an English translation of the title or is in Latin script, that version should be indicated. In the absence of an original translation of the publication’s title, the transliteration of the title according to the BSI standard should be provided in the References, using online transliteration for this purpose (see https://transliteration.pro/bsi).
Name of the journal (edition). The name of Russian-language journals in References is given in transliteration, followed by an equal sign without spaces and the English title of the journal. The original English version of the journal title is given; if it is not available, transliteration should be used. In References, the title of the journal is italicised.
It should be borne in mind that some non-English-language scientific publications (journals) have an official title in English in addition to the name in their native language. For example, the journal “Уровень жизни населения регионов России” has an official English-language title “Living Standards of the Population in the Regions of Russia”. Journal titles should not be translated independently.
A search for published translations of titles of articles, books and websites is carried out on the official website of the primary source (journal), in bibliographic databases (RINC, CyberLeninka, etc.), on the Internet, in other libraries, using DOI (doi.org and https://search.crossref.org).
Place of publication. The place of publication in References should always be indicated in English (not in transliteration) and in full (without abbreviations), i.e. Moscow, not “Moskva” and not “M.:”, Saint Petersburg, not “Sankt Peterburg” and not “SPb”.
Name of the publisher/publishers. Unlike the place of publication, the name of the publisher in References should only be transliterated (except in very rare cases where the publisher has a parallel official English-language name).
Publication identifiers. If available, ISBN identifiers for books, DOI for books and articles are indicated. They should be identical to those given in the “List of References” for the respective sources. The EDN identifier is not provided in References. For Russian-language sources, at the end of the bibliographic description indicate the language of the article (In Russ.) without a dot after at the end of the bibliographic description.

• name, patronymic, surname – are given in the specified sequence in Russian; in the English version the first name and surname of the author(s) are given in transliterated form in the Latin alphabet in full, the patronymic is abbreviated to one letter (in some cases, due to the peculiarities of transliteration, to two letters);
• academic degree, academic title – information is given in full form;
• position, name of the organisation (institution) and subdivision in the nominative case separated by a comma; if there are several organisations, the information is separated from each other by a semicolon;
• author identifiers (if available) in the following order: SPIN code, ResearcherID, Scopus Author ID.
Information about author identification numbers is given on one line, without periods or commas.

4.6. The author responsible for correspondence shall be indicated after the information on conflict of interest on a separate line, e.g.,

4.7. Information about the continuation of the article is indicated when it is published in parts in several issues of the publication at the end of each part, except for the last one, in the form: “The continuation (ending) follows”. At the beginning of each subsequent part of the article, in a footnote or before the text, a note “Continuation (end)” is placed and the number(s) of the issue(s) of the publication in which the previous parts of the article were published are indicated.
4.8. Appendix or appendices to the article are published with their own title on a separate page. The title or subtitle data of the appendix should contain information that this publication is an appendix to the main article. If there are two or more appendices, they are numbered.
OTHER CONDITIONS OF PUBLICATION
The editorial board reserves the right to thematic selection and editing of materials. The opinions of the authors stated in the articles do not necessarily match the opinion of the Editorial Board. Manuscripts received by the Editorial Board are not returned.
The article is reviewed by external experts and the Editorial Board. Based on the results of the review, the author(s) explain to the Editorial Board the degree of revision of the article according to the comments.
The authors are responsible for the content of the articles, the fact of their publication, as well as for the damage caused to third parties in case of sending to the editorial office materials that violate ethical norms and/or copyright.
Authors undertake not to submit to other publishers’ manuscripts they have already provided to the editor for review until they have received the results of the review. If, after reading the reviews, the author submits the manuscript to another publication, the author undertakes to notify the editorial board of the journal “Standard of Living of the Population of Russian Regions” in order to avoid duplication of the publication.
Terms of use of generative artificial intelligence (AI)
If the author(s) used AI when preparing the article, they confirm that they used it in good faith as an auxiliary research tool aimed at accelerating information search and analysis processes and/or improving the language quality and readability of the manuscript. The author(s) confirm that they did not use AI for the final generalisation of scientific results and for creating the text of the manuscript.
If the author(s) used AI tools in the process of preparing the manuscript, they shall declare this in the text of the manuscript and confirm that they carried out the necessary verification procedures for the information obtained.
If the author(s) used AI, the fragments of the study created on its basis shall be marked with a footnote disclosing the purpose of using AI and the AI tools’ models and versions used.

1 In the study of employment growth dynamics in France in 2013–2025, the authors used the DeepSeek generative model to collect and analyse information. The authors verified the information obtained.
2 When preparing the literature review on income differentiation, the authors used the generative models ChatGPT 5.2 Thinking, 5.2 and Gemini 4.0. The authors verified the information obtained.
3 To improve the language quality and readability of the article, the authors used the YandexGPT 5.1 PRO generative model. The authors verified the manuscript text.
An author may be refused publication if:
* The article does not fit the profile of the journal;
* The article is not formatted in accordance with these rules;
* The author refused to revise the article according to the requirements of the editorial board and the reviewer;
* The author did not take into account the constructive comments of the reviewer and did not correct the article within the deadline set by the editorial board;
* The text of the article has not passed the originality check for plagiarism (more than 15% of borrowings and self-citations);
* After checking the manuscript through the AntiPlagiarism system, the editorial board detects signs indicating undeclared AI use or AI use that does not comply with these terms (details are provided on the journal’s website in the section “Editorial policy of the journal regarding the use of generative artificial intelligence in the preparation of manuscripts”).
The final decision on the publication of the material is made by the editor-in-chief, taking into account the opinions of the reviewers and the Editorial Board.
Copyright Transfer Terms
All rights to the article belong to the authors. The authors transfer the rights to use the article, including the use of the article in open access, to the journal “Standard of Living of the Population of Russian Regions” under the terms of the public offer agreement.
